And now, referral scheme for BHIM app.

PM Modi has launched referral scheme for BHIM app, where in each referral will get you Rs 10/.
That is, if you add a person to BHIM app,after 3 transactions by the person, Rs.10 will be added to your account. The scheme is valid till Oct 14.

The PM has also launched two new incentive schemes focused on BHIM — cashback and referral bonus. These two schemes will have an outlay of Rs 495 crore over a period of 6 months. 
What’s the business model behind this ? Startups can afford to do this thanks to investors money, but government?
Tax payers money being redistributed? Or an attempt to create more jobs, now that these bans will render several people jobless.
