Seems majority of ecommerce sites in India are facing a severe issue. Unscheduled downtime from CCAvenue is hurting a lot of ecommerce companies (we have received emails from quite a few startups) and here is an interesting part – the SMS ban plays a role here (especially with Netbanking)

The following is an update by payment gateway providers :-
Since yesterday the Government of India has banned on bulk SMS and MMS services across the country till September 29th in lieu of Ayodhya Issue. Due to this the transactions from SBI Netbanking payment method are temporarily disabled.
Wondering why? Here is the explanation
The mail is in correspondence with SBI Net banking payment option. Since yesterday the Government of India has banned on bulk SMS and MMS services across the country till September 29th in lieu of Ayodhya Issue. Due to this the transactions from SBI Netbanking payment method are temporarily disabled.
To clarify this in detail, generally when the customer wants to make a transaction using SBI Netbanking, the customer will receive a SMS from SBI with a password. Customer needs to provide this password to complete the transaction at SBI end. Due to Government ban on bulk SMS and MMS services, customers will not be able to receive SMS from the Bank. Due to this the transactions from SBI Netbanking payment method are getting reported as Failed or Incomplete.
To avoid any transaction related conflicts between you and your customer, we have temporarily disabled the SBI Netbanking payment option for our Merchants. Please be noted that this is a temporary suspension of SBI Netbanking payment option.
Whatever it is, payment gateways needs to be fixed. A secured, reliable and business friendly payment gateway is a great opportunity.
