The Karnataka government has launched m-governance services in partnership with Tata Tele Services. Citizen services like utility bill payment, property tax payment and paying traffic fines, can now be done on the mobile phone using ‘mRupee,’ a prepaid wallet service which needs to be loaded with cash in advance. 
The service allows residents to pay for electricity bills, property tax, water bill, traffic challan among other services which the government of Karnataka provides.
The mRupee service will start in Bangalore in Phase 1, followed by a phased launch across the rest of Karnataka, the company said.
Among Indian states, Karnataka has been a leader in e-governance services. The state was one of the first to implement Internet enabled citizen service centers for residents.
Earlier this month, Kerala launched m-governance services with over 90 state government departments delivering services through mobile. Kerala based startup MobME won the contract to implement the project.
The central government has also been pushing m-governance in the country. For instance, various services such as application for duplicate ration card, new water connection and inclusion of name in the electoral roll can be done using Android based applications. In March last year, the department of IT notified the framework for mobile governance in the country. It proposed the creation of a mobile services delivery gateway and creation of a mobile governance innovation fund.
