e-Governance projects in the country sometimes suffer from duplicity and fragmentation. Development cycles for government applications tend to be long, with low levels of standardization and many applications exist in silos.
All of this results in higher development costs, lower quality and long project implementation periods (case in point : each and every department has its own app across different states).
OpenForge is Government of India’s platform for open collaborative development of e-governance applications. Through this platform, the government wants to promote the use of open source software and promote sharing and reuse of e-governance related source code.
OpenForge aims to provide a platform for maintaining code repositories and version control for government source code.

Key question here is whether state governments / individual departments are forced to use OpenForge or not. If not, the platform won’t even be meaningful.
