This whole re-targeting things is like, you are walking in a garden and suddenly someone has let loose a pack of hound dogs on you.
wherever you go, these dogs are there, unless and until well either you succumb to the dog or well clean the cache.
Ads on web have been there almost since the advent of browser, but people did not mind that, because they were not intrusive.
In fact, those who have witnessed the early 2000s, pop-up led "dhink-chak ads" would still tolerate them, rather than these "hound-dog ads".
I installed Privacy Badger and Ghostery for the same reason. I dont like anyone hounding me offline, and there is no reason why I should let anyone do that online.
